Any User can create a proposal for a new team. The proposal follows a template and usually includes things like Business Concept, Skill Sets Needed, and Current Team Members. The team leader posts this proposal where it is visible to all under the Team Building link in the page footer.
Other users can directly message the team leader. Their messages should include information about their experience and what skills they might bring to the team. The team leader replies to the prospective members and updates the posted proposal with new members until the team leader determines they have sufficient resources to get started. When the team has been formed, the team leader can remove the proposal.
